Gulf Chlorine W.L.L. (GC) in the process of establishing the Chlor-Alkali industry had obtained environmental permit from MoE. The management intended to expand the product line by adding Calcium Chloride (CaCl2) plant at the planned facility. The product at Chlor alkali section included Caustic Soda, Sodium Hypochlorite and Hydrochloric Acid, with independent unit for CaCl2.
GC had appointed Environment Division, to carry out EIA Study for the proposed CaCl2 and Risk Assessment Study including HAZID, HAZOP and QRA for the Chlor-alkali plant and facility.
Two independent study components included
a) the Risk Assessment Study and its approval through the QP-HSE department and
b) the Environmental permitting and EIA study for the CaCl2 plant and permit from MME.
Risk Assessment process included series of workshops, risk scenario simulations and documentation from the complete process, storage and utilities at the Chlor Alkali section.
The Environmental permitting for the proposed calcium chloride plant with 85 TPD capacity as additional product line within the existing project site included the EPA documentation, Scoping Study for the EIA process and its approval, detail field investigations and baseline monitoring.
The project scope comprises of carrying out Environmental Impact Assessment for this facility. GC had approached Qatar Design Consortium to carry out the scope of work (SoW) and Environmental Impact Assessment (EIA) study and to prepare the report submitted to the MME and to obtain Environmental Approval from MME.A structured and detailed survey including walk over survey, sampling analysis were performed which includes critical environmental components like ambient air quality, ground water, soil and noise within study area. Simulation study for air pollutant dispersion to project the air quality impact scenarios along with evaluation of various environmental components and mitigations formed the basis of EIA.
